Why Is Penile Tip Wrinkly?

hey doc im 19 y/o and i dont have std s. but the tip of my penis, while flacid seems to appear wrinkled and a bit dehydrated. i put vitamin E oil on it and it seemed to absorb a bit of it, but still appears kinda wrinkly and dehydrated and a little pale by the very tip and flush near the sides of the head. WTF, is going on?
