Why Is The Hymen Ring Not Being Cut By The Doctor?

After years without intercourse due to surgery my husband had, my Dr said my hymenal ring has somwwhat grown back and it's now very painful to have intercourse since my husband can now get an erection. BUT, the Dr says she will not cut it to give me some relief...just to use LTS of lubricant...which isn;t working. What's the reason for not cutting it? I'm only 59 . Thanks for any help.
