Why Is There A Stoppage In The Growth Of Penis?

I am a sixteen year old boy diagnosed with hypothyroidism. I was told to take synthetic growth horamones or levothyroxine. The levothyroxine finally started working but it stopped but I noticed that my penis did not seem to grow at all. What can I do to help it grow.
