Why Won't My Plastic Surgeon Redo My Orbit Blow Fracture

Why won't my plastic surgeon redo my orbit blow fracture surgery? In Oct he did the surgery to repair damage from a golf ball, a few weeks after the surgery my eye sunk back over 2 centimeters. He's says insurance wont pay for the procedure, insurance company says they will approve the procedure but he's only going to get half his normal rate......Why should he get full price twice on procedure that he didn't do right????
