Wife Is 40 Weeks Pregnant She Having Pain In Her

Wife is 40 weeks pregnant she having pain in her vagina area. I'm massaging her pelvic bone cause she says it hurts the most there. She can't sleep or close her legs at all. When she keeps her legs open she feels relief. The has dialated about 1 cm the docter has said but just wondering if she going give birth soon or is this common. Also can you get contractions without your water breaking?
