Would Chemicals In A Swimming Pool Cause A Red Irritation

Would chemicals in a swimming pool cause a red irritation and burning to the scrotum? I've never had this happen in my pool, but it has happened the last 2 times that I went to someone else's pool. No other parts of the body are affected. Would the chlorine cause this? Thanks
