Would Wearing Too Tight Of Knee High Socks Cause Red

Would wearing too tight of knee high socks cause red spots on the area right below ones knee? I had had these knee high socks on and doubled over right under the knee for two days and when I took them off I had bright red spots where they had been doubled over. It is caused of lack of Circulation? How can I help them go away quickly?
