Yes, Please, My Doctor Told Me That I Had Low

Yes, please, my Doctor told me that I had low white cell count. When I asked her what I could do about it she said "nothing, you were born like that". Yet for years I have gone for my physicals & none of my Doctors told me that & in the 3 years that I have been going to my current Doctor she never once said that to me. So, is it true that a person can be "born with low white count cell"?
