Can Anyone Answer Me What Is The White Stuff Around

can anyone answer me what is the white stuff around my penis and the skin below it.It appers like a white powdery stuff it itches at times.when i used oil to clear the stuff it appears like red in colour.it is not smegma but its on the outer side of penis and on the skin not in testicles not on any pubic hair also.can anybody help me.
