Hello , Oi Have Broken Out Only Hands, Heels And

hello , oi have broken out only hands, heels and legs in small achy bums that turn into little blisters.. Im not sure if I have bed bugs but I found that i am itchy in bed.. I have wished all my sheets etc.. and have done flea moms in the house but my itchiness is still there.. at first glance it looks like an allergy reaction - that kind of bumpy look and extremely itchy . then it turns into a blister , when i bust it , clear liquid comes out .. my heels are dry and scaby ..
