Hey I Have About 3 Pink And White Spots On

hey i have about 3 pink and white spots on side of my penis only one side. its appears to be scar tissue as these spots are not raised, I am unsure why they are there. they have been there for 2 years now maybe more, the spots do not itch or bother me and i have not had any more in 2 years i belive
any thoughts on what this could be and why the pigmentation spots, scars are not going away?
