Hi I Have A Rash On My Lower Front Leg

hi I have a rash on my lower front leg on the shin it will look red but when I scratch it turns white and gives off flakes like dandruff its really itchy and when I tried using eczema creams it did not work when water hits my rash it gets real reddish , I even tried lotrimin thinking it was fungal any idea what it could be ?
