Hi I Have A Scabbing Sore Near My Ankle On

hi i have a scabbing sore near my ankle on my right leg. it is very painful, i have varicose veins and im not sure if is related to that or if is something else. i also have a brownish rash on the inside of that same leg. im wondering if skin cancer would present like this.
