Hi, I Have Had A Painless Yellow Splotchy Area On

hi, i have had a painless yellow splotchy area on the right side of my neck for years, it appears more visible every now and then, but then barely visible other times. I'm not sure what this is and it concerns me as it is cosmetically unappealing. It has a yellow tinge and is circular in shape.
