Hi My Skin Has Burned Under My Left Eye On

hi my skin has burned under my left eye on a small area /like a 2 Cent /. Turned red and a new skin started developing over the burned area. Now 2 years later the damage didn't heal and every time when it's exposed to direct sun turning bright red and even taking larger area. I'm using sun cream when I can but sometimes I just don't have it handy and sometimes the cream doesn't do a great job. So please tell me what could it be? The red spot with a constantly redeveloping new skin.
