Hi, My Toenail Was Damaged. A New Nail Is Growing

hi, my toenail was damaged. a new nail is growing underneath. Its been 3 months and the new nail is only a third of the way grown in. how long does it take to replace it. Recently diagnosed with diabetes(1 month). is there cause for concern, will it stop replacing the nail because of diabetes diagnosis.
