How Do You Fix The Membrane When It Is Gone

how do you fix the membrane when it is gone got keep infection's & fluid ,ringing just sick all the time because of ear's there is a lot damage to both ear's been like 2 year's now need help not getting any help just keep telling me to use nose spray that is not helping please help thank's
