I Am Experiencing Thick Flem In My Throat For About

i am experiencing thick flem in my throat for about 5 months now, cannot speak very well anymore, had cancer on a vocal cord back in 2013 went thru chemo and radiation, any connection, difficulty swallowing and when i swallow a liquid generally it will come right back up forcefully, why and what is going on?
