~i Have A Crusty Or Scaling Patch Under Both Eyes

~i have a crusty or scaling patch under both eyes and my top lip is all ways dry or cracks and itches. I also have a patch of blisters on my breast bone that are itchy and raised up. I have had this for about a year and I use moisturizer to relieve it. My doctor gave me DICLOFENAC SODIUM 3% W.W to use twice a day but the breast bone it more itchy and it has not improved any patches. Is this possibly cancerous and should I ask to see a specialists. I prefer to know the truth. SD
