I Have A Friend That Has A 2 Yr Old

i have a friend that has a 2 yr old girl. she has some sort of rash all over her body. I have pictures that she sent me. she lives with her mom and her mom told her that she was fine and she didn't need to go to the hospital. my friend is very upset and thinks she should. so I was wondering if I could show you the pictures. if you would tell me what she should do?
