I Have Broken Blood Vessels Near My One Ankle And

i have broken blood vessels near my one ankle and i thought it was a bug bite. I've had it for several weeks now and and am getting intermittent pains in foot and lower legs on both sides. Would a tick or other insect break blood vessels when biting in the tender skin behind my ankle bone?
