I Have Intermitten Pain In My Neck And Should Area

i have intermitten pain in my neck and should area from a fall down concrete stairs over thirty. years ago. it is so painful and is on a time clock of between two and four weeks, in england my dr prescribed them, here in wales i have never been allowed them. Why? is it because of NICE?
