I Have Itching On The Neck ,part Of Hands And

i have itching on the neck ,part of hands and ears leading to redness ..applied betnovatec but subsided some what ,and cameback whwn stopped ..i dinot continue after 2 days because it is a steroid based cream..and cetaphil also doesnot haelp much because it feels sticky and that is not soothing..is there any thing which is only water based ,since i have very dry skin generally..thanks
