I Have Problems With Welps Appearing On My Stomach Area

i have problems with welps appearing on my stomach area and my breast area. Also I have swelling of my lips and eyes. I have not changed anything as far as foods, soaps, laundry detergent, ect. I have ask my family doctor and she can't seem to come up with a dianostic. Any suggestions would be greatly appreciated. In the past it has happened only during my menstral cycle. But not it is occurring very often.
