I Have Red Spots On My Face, For About A

i have red spots on my face, for about a year. i tried NaCL (salt water) solution which worked for a month or so. I also tried creams (hydrocortisone that worked for 1-2 months but the redness came back)
what is it is it a dermatitis ? and how to treat it
