I Have This Sticky White Layer On My Lip Usually

i have this sticky white layer on my lip usually i get it in the morning or afternoon.yes i do exfoliate my lips to take out the dead skin cell .i also stay hydrated and moisturizer my lips by using eos, chapstick(night and day)which contain spf to protect my lip from the sun.
