I Just Wanna Ask If Is Safe To Inject A

i just wanna ask if is safe to inject a 2yr old baby a anti rabies even u r not sure if the dog bite him?coz we are not sure if dog bite him,we just hear him crying and and when we checked his hand it doesnt look that the dog bite him but there is 2scratches on his hand.!
