Is A Tsh Level Of 7.4 High As Some Say

is a tsh level of 7.4 high as some say and Fatigue depression and weight gain is a huge hindrance to my life. I just thought I had fatigue and depression because of the weight gain. My t3-4 are ok but My Doctor says wait for it to go to 10 then you have a problem... ummm I feel as if she is wrong and need to know if 7.4 is high or REALLY HIGH.. please help because my symptoms are killing me... and I am not exaggerating
