Most Of My Upper Molars Are Gone From Both Sides

most of my upper molars are gone from both sides and my lower molars are going bad. chewing up food has become quite hazardous at times, also my cutting teeth in front lowers are gone. would you say this is health hazard and what would be the approximate cost to have the rest [approximately 16 or so] completely removed without insurance?
