My 19 Month Old Daughter Has Been Congested For About

my 19 month old daughter has been congested for about a week now and even has trouble nursing as she is still breastfed because she is so congested, about 3 days ago noticed a few small specks of blood in the stuff when she would blow her nose and I have been giving her at 1st some bronfed her dr gave her previously and told me to use it if and when I needed to again. After a few days of that she developed a bad cough and I bought her some Hyland's day and night time cough and cold and a battery operated nasal aspirator which has helped clear her nose the best but now the color of the thick mucus is a lime green color with a little more blood in it like a rusty color she still has the cough and the congestion isn't getting any better even with me using vicks plugs in her room day and night and the meds along with rubbing her chest with vick's what is the cause or could it be and what should I do? she has felt feverish at times as well
