My 20 Year Old Son Went To The Er Last

my 20 year old son went to the er last night with a temp of 103 seasure like shaking prior to going to the hospital, complaining of headache, er doc did a quick throat swab test, diagnosis exudative pharyngitis, rx 875 mg amoxicillin, sent home, vomited over a dozen times, took to a different er 7am, cbc test indicated high withe blood count, diagnosis meningitis. should 1st ER have done further testing?
