My Brother Bitten 2 Or 3 Years Ago By A

my brother bitten 2 or 3 years ago by a dog and he did not tell to us until he felt something strange like the part that bitten hurt frequently and headache. and because he did not tell to us.. he did not go for vaccination. what should we do? is it possble that he survive if we vaccine him by a doctor?
