Do Normalizing SGOT And SGPT Levels Apart From Persistently Elevated Bilirubin Level Mean That Liver Function Is Improving?

my father is having hepatitis B and chronic liver disease. I month ago his sgpt, sgot are around 1000, after 1 months sgpt sgot becomes normal but bilrubin levels are always between 20 to 25. y its not decreasing also sgpt sgot normal means liver function is normal or any iny improvement in my fathers condition
