My Four Year Old Grandson Has Dry Skin Patches That

my four year old grandson has dry skin patches that we treat with hydro-cortisone cream because it itches sometimes. this morning he had a spot on his right arm that was of some concern because he complained about it burning, It was fairly large,a little raised but not circular in shape. could this be ringworm?
