My Left Testicle Feel Like There Are Things Moving Around

my left testicle feel like there are things moving around it and like its not sitting right. it does not rest and feels generally uncomfortable but not really painful. i do not have any STDs, it does not hurt to urinate or masturbate so what is going on and do i need to see a doctor for it to stop?
