My Lips Turn White In Contact With Water ,because Of

my lips turn white in contact with water ,because of this i cant brush my teeths properly.my lips it will always be so chapped so that i cant even talk and smile ,if i smile the skin of my lip will get cracked and i feel burning sensation every day while brushing my teeths one layer of my lips so easily comesoff .its been nearly 2years iam suffering from this problem.iam really in very depression .iam hating to go outside because of this problem .iam in such a depression that i feel like let me die rather than suffering like this please please please help me ,otherwise i dont know what i do to my self please help me iam so worried
