My Little Boy Is 2 Ever Since He's Been Born

my little boy is 2 ever since he's been born we've had problems with his penis it never healed right after his circumcision he doesn't have a head on it like its suppose to and he hurt it today and the skin around it busted open just on one side and its been hurting him all day my poor lil baby can stand to wear his diaper cause it hurts so bad. this is the second times this has happened and when it healed last time it went right back like it was I've asked every doctor we've been to to look at it and they all said that it would fix on its own but this is awful!! what can they do to fix it? can they redo it? i want to get it fixed before he gets any older
