My Question Is. I'm Having A Hard Time Breathing When

my question is. I'm having a hard time breathing when I walk from a. to b. witch is about 30 feet between each other. my ankles are very swollen and beet red. I do have high blood pressure, im border line diabetic, and I have c.h.f. I have seen a ashma dr and he says there is nothing wrong except that im just fat.
