My Skin On Penis Has Small Cracks That Wont Heal

my skin on penis has small cracks that wont heal i am circumcised when I get erection it makes it worse , have tried different fungal creams anti ceptic creams etc doesn't make any difrence, skin drys up then I end up itching it and its like atheletes foot the skin just flakes away and crack appear help please
