Sir I Have Itching Near The Junction Point Of Penis

sir i have itching near the junction point of penis and thigh since 5-10 days. i thought it was normal or may be due to change of weather. But when i saw that area today something black like was spreading towards the thigh it was slightly swollen and reddish in colour at the border area. please guide me
