Suggest Treatment For Tiny Red Bumps On Forearms

I have a 9 yr old daughter and she has tiny red bumps on her top forearms that itch and raise after she itches them sometimes u can barely see them and sometimes they r very visible to the eye. They go down but stay. What r they and how do I get rid of them?
