What Causes A Welt On The Upper Palate?

My father was eating and felt the urge to spit. When he did, (mother informed me) he spat a large amount of spit in his saliva. There is a red streak on the roof of his mouth....it starts from the epiglottis and forward. He is in no pain. He wants to gargle with salt and water.
