Without Looking At My Legs I Understand It Would Be

without looking at my legs I understand it would be difficult to diagnose, but can you give me some direction concerning symptoms as follows:
1. some swelling above the ankle; extends only about 4'' above ankle bone
2. swelling more on the inside of the leg than on the outside
3. itches when untouched; painful when touched
4. slightly red
5. began all at once, and has never gone back down, but neither has it progressed.
6. worse in the PM than in the AM
7. affects both legs
