Hi,
Skin pigmentation is not unusual after an injury. It generally resolves spontaneously over a period of few weeks. Therefore if the injury was a few weeks old, there is no need to treat it with any other medications. Natural skin turnover will cause the pigmentation to fade away and natural skin tone will be restored.
As far as other skin problem is concerned. Based on the available picture it seems like a bruise probably sustained by scratching or a trivial injury. Unless a better quality and more picture can be provided, I will considered these are simple bruises. You may just have to apply good moisturizing agents or simple coconut oil over it. If the itching is intense, you may alternatively use caladryl lotion or venusia cream and take antihistamines like tab xyzal 5mg once daily at night.
