Brief Answer:
Phimosis has to be ruled out.

Detailed Answer:
Hello,
Tightness or inability to retract the foreskin is known as phimosis.
In your case there is only mild tightness, as of now nothing to worry and no active treatment is required.
If there is true difficulty to retract foreskin or reposition the retracted foreskin he has to seek medical attention, preferably surgeon.
Hope I have answered your query.
Thanks.
