Question : Also done 2 USG scrotum but not found Hernia sign but was soing little excess fluid.
Note - This problem was occurred after having Sex from itching to now pain. And it's been since last year July 2019.
also done - Urine microscopy test, Hepatitis,HIV test, result was negative,
but still feeling pain in both at same time.

Based on the facts that you have posted you seem to have chronic infection of Testicles (Orchitis).

You have not mentioned whether scanning reports are recent one or old one

I would suggest you to consult qualified Urologist for clinical examination and get USG repeated

Start taking antibiotics like Cefixime and ant inflammatory drug like Diclofenac and Hetrazan twice daily

Further treatment will be decided by concerned Urologist Baden on result of tests
