Brief Answer:
You need another infertility specialist.

Detailed Answer:
Hello,
Thanks for trusting us with your health concern.
You have been given the treatment according to PCOD and infertility. But having periods at 21 days is suggestive of anovulatory cycles. The chances of hormonal imbalance are there.
Hormonal tests of FSH, LH, Estrogen, Progesterone, Androstenedione, Thyroid hormones are needed. Ovulation studies are needed after giving ovulation inducing drugs. You need an infertility specialist for a proper treatment.
Please feel free to discuss further. I will be glad to answer the follow up queries that you have.
Wishing you good health.
Regards.
