Question : Should I be concerned that Urgent Care doctor is not prescribing antibiotics for infected sebaceous cyst that has been 'drained' and packed with gauze for 4 days.

I do not think that you need to get concerned. A layman's eye cannot distinguish between the sebaceous secretions and pus but a doctor would know when to prescribe antibiotics. i think that you can leave it to him and not worry about it.
