Are Bumps On The Testicles Suggestive Of Herpes Infection?

Question: does this look like herpes to you? I notice a lot of bumps down there on my testicles but it could just be inflammed hair folicles. I've been putting hydrocortisone and clotrimizole but it's not really helping.

I have reviewed the attached photographs and it doesn’t look like herpes.

It seems to be folliculitis which is inflammation of the hair follicles.
