Brief Answer:
Fall in hemoglobin is not diagnostic of cancer, cause needs to be known.

Detailed Answer:
Hello,
Thanks for posting your query on HealthcareMagic.
Fall in hemoglobin from 13` to 117 is anemia and can occur due to number of reasons.
It is not diagnostic for cancer.
Tiredness is seen when hemoglobin is low.
I would suggest you to take up a complete blood count and peripheral blood smear.
If you already have got these two tests done, please post the reports for interpretation.

Thanks and take care
